Practical означает 'практический': practical mind, practical knowledge. Practicable имеет значение 'реальный, практически осуществимый': practicable innovation, practicable scheme. Ср. practical suggestion 'практическое предложение' и practicable suggestion 'реальное, практически осуществимое предложение'.
